Ingredients
  

For the Cookie Dough Layer
  • 1 cup all-purpose flour Use heat-treated flour for safety.
  • 1/2 cup salted sweet cream butter
  • 1/3 cup light brown sugar
  • 1/4 cup granulated sugar
  • 2 tbsp milk
  • 1 tsp vanilla extract
  • 1/4 tsp salt
  • 2 cups semi-sweet chocolate chips For folding into the cookie dough.
For the White Chocolate Layer
  • 14 oz sweetened condensed milk
  • 1 1/2 cups white chocolate chips Melted for the top layer.

Method
 

Make the Cookie Dough Layer
  1. In a mixing bowl, combine the flour, salted butter, light brown sugar, granulated sugar, milk, vanilla extract, and salt until a soft yet malleable dough forms.
  2. Fold in the semi-sweet chocolate chips evenly into the cookie dough mixture.
Prepare the White Chocolate Layer
  1. In a saucepan over low heat, stir the sweetened condensed milk and white chocolate chips until melted and smooth.
Assemble the Fudge
  1. Line a baking pan with parchment paper and evenly press the cookie dough mixture into the bottom.
  2. Pour the melted white chocolate mixture over the cookie dough and spread evenly.
Chill and Serve
  1. Refrigerate for at least 2 hours until set. Cut into squares and serve.

Notes

For added flavor, consider sprinkling sea salt on top before refrigeration. Store in an airtight container for up to a week.
